8(a) Program Sole Source Contract

8a Sole Source Awards

When a procuring activity contracting officer indicates his or her formal intent to award a procurement requirement, 13 CFR 124.502- 3 (c), as an 8(a) contract by submitting a written offering letter to SBA. The letter to SBA may by electronic mail or by facsimile, as well as by mail or commercial delivery service. An offering letter must contain the following information:

A description of the work
The Period of Performance
The applicable NAICS code
The anticipated dollar value, including options
Any special restrictions or geographical limitations

The location of the work
Any special capabilities or disciplines needed
The type of contract FFP, Cost Plus or T&M
The acquisition history, if not a “New” requirement
The incumbent names and addresses

No public communication (such as SAM.gov) has been made
Identification of participant for an award
Identification of all SBA field office for the 8(a) BD Program
Any other information that the procuring activity deems relevant
