Lead a U.S. Department of State program in Manila supporting investment along the Luzon Economic Corridor. Full time, on site in Metro Manila, contingent on contract award.

About the role

Advent Business Company is building the team for a U.S. Department of State program with the U.S. Embassy in Manila. The program supports strategic investment along the Luzon Economic Corridor under the Partnership for Global Infrastructure and Investment, through a blanket purchase agreement with a five year ordering period. The Chief of Party is the senior leader for all work under that agreement.

The position is with the prime contractor on the bid and is contingent on contract award. It is based in Metro Manila, and the Chief of Party is expected to be in place within 30 days of award.

This role is open to candidates authorized to work in the Philippines. Candidates already living in Metro Manila are preferred. No U.S. citizenship or security clearance is required.

What you will do

  • Lead every call order under the agreement and serve as the single point of accountability to the Contracting Officer's Representative.
  • Work with U.S. Embassy Manila sections, Philippine government counterparts and local government units along the corridor.
  • Coordinate with other U.S. agencies such as USTDA, DFC and MCC, and with partners such as JICA, the Asian Development Bank and the World Bank.
  • Own the integrated schedule, risk management, quality control and all reporting, including the monitoring and evaluation plan.
  • Manage the budget, staffing and subcontractor performance across concurrent call orders.

What you need

  • Master's degree, or equivalent professional experience, in economics, business, finance, public policy, engineering or a similar field.
  • 15 or more years of progressively responsible experience managing comparable projects.
  • Service as Chief of Party, Project Director or an equivalent senior leadership role on projects worth at least USD 10 million.
  • Project management in the Philippines, or a comparable developing country setting in the Indo-Pacific.
  • Experience in at least three of: infrastructure development, transaction advisory or public private partnerships, regulatory reform, private sector engagement, workforce development, investment promotion.
  • Professional proficiency in English. Filipino or Tagalog is a plus.
  • Experience coordinating with U.S. Government agencies, host government counterparts, development organizations and the private sector.

Nice to have

  • Experience with the Partnership for Global Infrastructure and Investment, the Luzon Economic Corridor, or similar corridor programs.
  • Working relationships with Philippine agencies, local government units and private sector organizations along the corridor.
  • Experience with U.S. Department of State or USAID funded programs, and with multiple orders under one agreement.
  • Project Management Professional certification or equivalent.

Compensation

PHP 3,500,000 to PHP 5,000,000 per year, plus the 13th month pay required by Philippine law. The final offer depends on experience and is made by the prime contractor on award.
